The City of Barrie and the Township of Springwater are considering a land and servicing agreement aimed at supporting long-term growth, expanding municipal boundaries and improving regional infrastructure.
The proposed framework, developed in a meeting between Barrie Mayor Alex Nuttall and Springwater Mayor Jennifer Coughlin, would see Barrie provide water and wastewater services to a portion of Springwater in exchange for additional land to support residential and employment development.
Officials say the draft principles reflect a shared vision for economic development and environmental sustainability. The proposed deal is similar in structure to a boundary adjustment agreement reached last year between St. Thomas and Central Elgin.
โWe are running out of shovel-ready employment lands,โ Nuttall said in a statement. โThis agreement secures space for long-term, sustainable growth while ensuring a mutually beneficial partnership.โ
Coughlin said the principles align with Springwater Councilโs goals and include environmental protections, particularly for the Little Lake conservation area.
โI agree with these proposed principles,โ she said, noting they will be brought forward for public and council discussion in the coming weeks.
The plan also calls for the formation of a joint economic development committee, a phased approach to property tax changes for affected landowners, and enhanced access to Barrieโs recreational services for Springwater residents.
Provincial officials have expressed support for the local collaboration, including Municipal Affairs Minister Rob Flack and Simcoe North MPP Doug Downey.
The proposal is expected to go before Springwater Council soon, though no timeline for a final decision has been announced.
