Loyalist Odessa Elevated Storage Tank Upgrades and Relining

Detail Of Services: The Odessa Water Tower is a concrete elevated tank located at 312 Main Street Odessa, Ontario. This elevated tank provides potable water storage and fire flow supply to the urban area of Odessa. The tower was constructed in 1975 and has a capacity of 909 m3. The height to the top of the tower from grade elevation is approximately 45 meters, and the high and low water level elevations are 175.87 meters above sea level (masl) and 165.1 masl, respectively, for a total head range of 10.77 m. In November of 2021, Landmark Municipal Services completed an inspection of the tower and provided recommendations for upgrades/repairs to the interior and exterior surfaces of the tank. This included a ROV underwater camera tank inspection. The full report can be found in Appendix D of these documents, and a video file of the underwater tank inspection can be provided to respondents upon request. Based on the recommendations from the Landmark report, the tower’s interior and exterior surfaces are in need of replacement, along with several other appurtenances. The scope of work for this project can be summarized as follows: • Full removal and replacement of the tank’s exterior coatings • Full removal and replacement of the tank’s interior coatings • General sitework and security upgrades • Upgrades to landings, ladders, and cable management • Updating the fall arrest, confined space, and rescue systems The Township is looking to hire a qualified contractor to complete the upgrades and repairs for the Odessa Water Tower project, hereafter referred to as the “Project” or the “Work”. Due to the nature of the work, the Odessa water tower will need to be taken out of service during certain portions of this project. The successful respondent will therefore be required to schedule the work in such a manner that will minimize the impact of the absence of the tower on the water distribution system. Proponents shall present their proposed timelines for the project in the submissions and clearly outline the amount of time that the tower will need to remain out of service while work is completed on the interior and exterior coatings. The Township is hoping to schedule and complete this work in the spring or summer of 2023. The scope of work for the upgrades and repairs project will require the successful proponent, hereafter referred to as the “Contractor”, to undertake activities at the Odessa Water Tower. A separate RFP will be issued to retain the services of a consultant who will provide quality assurance inspection services for the work on behalf of the Township. Respondents are hereby advised that the contractor, must be a separate entity from the consultant and that the two contracts will not be awarded to the same firm.
