Kingston’s Third Crossing opens pathways as construction continues

Kingston’s Third Crossing project was open to the public recently, and hundreds took advantage of the opportunity to be the first to walk or cycle across.

‘Third Crossing’ is the name of the construction project. ‘Waaban Crossing’ is the community-selected name and will be officially used once the bridge is complete and open for use. It has been under construction for more than three years.

The $180-million structure is Kingston’s largest infrastructure project to date. The 1.2-kilometre bridge will connect the east and west shores of the Cataraqui River.

The city chose an Integrated Project Delivery (IPD) model, with the budget of $180M set and the city, contractor and designer working together to deliver the project within that budget. Together all partners – Kingston, Hatch (designer) and Kiewit (contractor) share the risk and reward to deliver the best possible project.

“The IPD Team and the city set goals together at the project’s outset, they share information and accept their respective responsibilities as equals. They share the financial risk and rewards as an integrated team all working together in one ‘big room’ concept to keep costs low and deliver best-in-class projects on-time,” staff said.

Based on the city’s review of procurement alternatives and benefits during the business case phase, “the innovation of an IPD model stood above other options because it allows for the technical validation, detailed and final design, and construction to be seamlessly wrapped into one project model using a less adversarial contract and delivery approach”.

City officials say the construction of the bridge is over 90 per cent complete and set to open on time and within budget. Crews are still working paving and clean-up, which will take a few more weeks – by the end of the year.
