Ottawa’s Planning and Housing Committee approves zoning for four mid-rises near Tenth Line Road

Ottawa’s municipal Planning and Housing Committee last Wednesday (Jan. 18)  approved a zoning amendment to facilitate a mid-rise development with 326 apartments near Tenth Line Road in the city’s eastern area. The four proposed buildings, each six storeys in height, would be on St. Josep Boulevard, east of the Tenth Line Road on-ramps to highway 174.

The city’s development plan application indicates that FoTenn Consultants are representing owner 8417709 Canada Inc. for the development. Officers behind the numbered company are associated with Gatineau, Quebec-based CDM Construction.

The amendment would permit residential uses. The proposed buildings already meet all other current zoning requirements. Ottawa’s new Official Plan calls for such mid-rise residential buildings – also known as missing middle housing – in neighbourhoods like this, near a transportation hub and with easy access to transportation corridors and a town centre, the city says in a statement.

The committee also approved zoning in the City View community, where two two-storey semi-detached homes are proposed northeast of Granton and Bassano avenues. The amendment would change the property from a Residential First Density zone to a Residential Second Density zone, which allows for semi-detached buildings.

Each building would have two primary units on the main floor and two secondary basement apartments, making eight units in total. Compatible infill in existing low-rise neighbourhoods like this is needed to help Ottawa achieve intensification goals, in line with the city’s new Official Plan, expanding the range of housing types in the community, the city statement says.

Recommendations from the meeting will rise to Ottawa City Council tomorrow (Jan. 25).
