RFP issued for Stevenson Memorial Hospital redevelopment project

Stevenson Memorial Hospital and Infrastructure Ontario have released a Request for Proposals (RFP) for the construction of a new 147,100-square-foot facility.

The RFP follows a competitive Request for Qualifications (RFQ) process that began in August 2024. Three companies have been shortlisted to move forward in the procurement process:

  • EllisDon Corporation
  • Ledcor Construction Limited
  • Pomerleau Inc.

Teams were selected based on their construction expertise and financial capacity to undertake a project of this size and scope.

The project, supported by the Ontario government, will modernize health-care delivery in New Tecumseth and surrounding communities, aiming to meet the needs of a growing population with expanded services and updated infrastructure.

โ€œThis is a very significant step in the hospitalโ€™s journey to build a much-needed new facility for our patients, staff and community,โ€ said Eric Hanna, supervisor of Stevenson Memorial Hospital. โ€œAn incredible amount of work and planning has gone into this project over the years, and we are closer than ever to bringing a new, modernized, state-of-the-art health care facility to this growing community, providing high quality health care close to home.โ€

The prequalified teams will now begin developing detailed proposals outlining how they will deliver the redevelopment through Infrastructure Ontarioโ€™s Design-Bid-Build model. The approach provides a high degree of flexibility and allows SMH greater control over the project as it evolves.

Once the proposals are submitted, SMH and IO will evaluate each one and select a preferred proponent. A fairness monitor will oversee the entire process to ensure transparency and equity. The winning bid is expected to be announced in early 2026.

Preliminary site preparations are already underway and will continue throughout 2025. Work includes property grading, the construction of retaining walls, a new parking lot and an elevated helipad.
