Developer plans 22-storey Ottawa building on land currently zoned for one-third the height

Ottawa-based Surface Developments proposes to build a 260-unit high-rise at Carling Ave. at Churchill St. N. in the city’s Westbound neighbourhood. But before the project can start digging, the city will need to obtain a bylaw amendment to build the structure as tall as 22 storeys.

The proposed tower at 1655 Carling would have a six-storey podium, 8,560 sq. ft. of at-grade commercial space and a 260-space underground parking garage with 134 spots for bicycles.

Currently, the tallest structure allowed in the neighbourhood is 20 metres. To build the planned  tower, the zoning bylaw would need to be amended to allow the building to reach 67.5 metres, with reduced setbacks. The site is currently a parking lot.

The city’s planning committee will likely review the proposal early in 2020.

Meanwhile, another developer, Azure Urban Development, has filed plans for a 23-storey apartment further down Churchill Ave. N. at Scott Street, near the city’s Light Rail Transit line.
