Request for Proposals for the station building contract to help deliver modern rapid transit

The Ontario government has issued the Request for Proposals (RFP) inviting three qualified teams to submit detailed plans for how they will design and build stations and emergency exit buildings, fit the tunnel with track and signals, and install and commission the systems required for operations.

Dragados

  • Applicant lead: Dragados Canada, Inc.
  • Design prime team member: AECOM Canada, Ltd.
  • Construction prime team member: Dragados Canada, Inc.

KSX Integrated Design-Builders

  • Applicant leads: Peter Kiewit Sons ULC, SNC-Lavalin Constructors (Pacific) Inc.
  • Design prime team members: Peter Kiewit Sons ULC, SNC-Lavalin Constructors (Pacific) Inc.
  • Construction prime team members: Peter Kiewit Sons ULC, SNC-Lavalin Constructors (Pacific) Inc.

Scarborough Transit Connect

  • Applicant leads: Aecon Infrastructure Management Inc., FCC Construccion S.A.
  • Design prime team member: Mott MacDonald Canada Limited
  • Construction prime team members: Aecon Infrastructure Management Inc., FCC Construccion S.A.

According to the RFP, teams have until summer to submit their plans to Metrolinx and Infrastructure Ontario for evaluation.

pre boring“This is a new contract form, with a very different approach to project development and planning than Ontario’s traditional P3 contracts. It represents an example of how we are working closely with the market to select the right approach to deliver these projects as quickly as possible,” Verster said.

The 7.8-kilometre project is being built in two large contracts. Strabag was awarded the advance tunnel contract and work will begin this spring.

Under Ontario’s innovative Progressive Design-Build procurement model, Infrastructure Ontario and Metrolinx will evaluate the submitted proposals and award the development contract to the successful team in fall 2022. The construction contract will be awarded in mid-2024.

The three-stop Scarborough Subway Extension is one of four priority subway projects in the GTA and part of the largest subway expansion in Canadian history. It will extend the Toronto Transit Commission’s (TTC) Bloor-Danforth Line 2 by approximately 7.8 kilometres, from Kennedy Station to a new terminus at Sheppard Avenue and McCowan Road.

In June 2021, the province announced the official ground-breaking for the Scarborough Subway Extension.
